At its best, council housing should forge a benign and inclusive architectural framework that encourages rather than suppresses these impulses. And in its careful articulation of streetscape, materiality, communality and enclosure, the new Bourne Estate blocks prove as effective in achieving this as their predecessors. They bode well for the new generation of council housing that is hopefully upon us.
